Old 318 power!! Empty Old 318 power!!

So i have an old 90 dodge truck thats all factory right to every single vacuum line,smog pump,air cleaner,ect.. O yea after market cat. It is a 318 tbi 3 speed with granny gear. It will pull a house over with a chain, But when you tie a trailer on the back and go over a hill forget it. It'll take you all day. I need to wake this thing up but not kill it any ideas no looking to spend big money, or ill just buy a diff truck.
Maybe intake and 4 barrel lose the tbi? Any thoughts?

Normally intake and exuast would be the first choice, but being a 3 speed and having a granny gear the problem maybe the tranny
